Tom Sheaffer

No Photo AvailableTom Sheaffer (Thomas.Sheaffer@phila.gov), who serves as the NCAC Treasurer, has worked for the City of Philadelphia for more than 25 years. He now is the Financial Policy Deputy Director for the Office of the Managing Director where he has financial oversight responsibilities for the Mayor’s Children’s Investment Strategy and the annual $3.5 billion Children’s Budget.  His prior private and public experience has been in a variety of policy fields including employment and training, behavioral health, environmental protection, and institutional health.  His degrees include a B.S. in Business & Administration and a Master’s in Urban & Regional Planning.

Tom has been a long-time active member of both, the Philadelphia Academies, Inc., and the American Society for Public Administration (ASPA).  He is an original Board member of the Philadelphia Board of Directors of its Law, Criminal Justice & Public Administration Academies, formed in 1991, and has served as the Philadelphia ASPA Chapter President for two terms.  He is one of the four founding members of NCAC. [4-Year term starting 2004]
